Worse than Kafka. I've admitted my guilt (I made some money). I've implicitly agreed to my punishment (to give them some of that money). There's no trial. There's no lies or misrepresentations. They're stonewalling me from receiving my punishment.
Which is worse: evil or incompetence? I used to think evil. I'm not so sure any more. You can rally the town folks, grab the pitch-forks, light up the torches and go fight evil. But you can't fight complacent, institutional incompetence. People will (eventually) stand up to evil, even if it doesn't directly assault them. But no one cares as long as they're not the one's being screwed by indifferent incompetence.
