That may be so, but they are procrastinators.

If they meant to simply kill them, with no nonsense and no fuss and ceremony, would there have been days of sirens and an offensive speech from a representative of their organization? They could have simply snatched them up and put an end to them at any time.

Seemingly, something is constraining them. That's my guess and my hope, anyhow.
