Have you ever noticed that people think that hell hasn't yet frozen over, but according to Dante, in Dante's Inferno, the 9th Layer of hell is frozen, thus making hell partly frozen, thus making what ever someone says "When hell freezes over" then the must have already done it, because hell has already frozen over.

Maybe they mean that if that frozen sections spreads because the 9th layer becomes so big it HAS to expand to keep including people... or maybe the 9th Layer will just fell like taking over one day because it can...
