Hmm, I think the article was just saying that instead of wearing the navy-blue suit that all politicians wear, he wears brown and green. I don't think they literally mean a Naval uniform.

The woman sounds insane, but I think celebrities get away with a lot in Japan. And if she was a former Takarazuka actress, well...
