I don't recall ever seeing something like that at home before, and certainly not with that level of craftsmanship.

It doesn't seem to be an art that people took up, aside from general bouquet arrangements. It could be a cultural difference, though. Amestris's current government tends to be more... take over by force, assimilate the populace, and make the people conform. We're working on fixing that, though.
