that's the hidden thing
kind of like north carolina and the lithium and quartz mines and the land grab from the locals devastated in the aftermath
sometimes the weather becomes political
the other way to say it is disaster capitalism
profiting from misfortune, like the port activity,
or to get some industry to align with some other entity
for trade purposes, like china..
these days, who knows?
