[KAITO's actually on his way to take a look at the amusement park, to see if it's really what it is. When he spots her, he almost doesn't quite recognize her because of her clothing. After a double-take, he remembers her face. It's been a while since he saw her, so he approaches.

It's not that he dares, it's more like he's... kinda dense. 'Closer inspection' isn't quite the first thing that comes to him, really.]
