Yes. It's a law of science that the Emperor has taught us. If an entity had the ability to know the precise location and momentum of every atom in the universe then it could use scientific principles to reveal everything in the worldline, past and future.

Rumors say that the Emperor can control the fate of others, if he wants to. So, no. There's no free will. It's just an outdated concept for philosophers.

Only if people are willing to change with it. That was the main problem we ran into, people stubbornly going back in the direction fate had in store for them.
