what does 500-1500 mean?

It was the first time I ever saw this game spread. I assume that was the legal buy in...anywhere from 500 to 1500. I bought in for 500 and no one complained. The blinds were $5-$10. The acceptable preflop raises were either to $50 or to just move all-in.
