It's been years since I played 40K, but from what I remeber, a couple of the Craftworld Eldar armies were stupidgood. Especially against an opponent prepared for a broad field. Same with the Armageddon book, the mechanized infantry could totally screw up unprepared people.

None of the little books were balanced all that well. Gav shouldn't be writing any rules.
