The PM’s helicopter circled over the Quarry... from above... it certainly did look like an alien space ship.  The area had been cordoned off, with explicit instructions that all UNIT soldiers had to keep their distance.

As the helicopter was coming into land, a call was passed through to the PM.

“Captain Jack Harkness, Torchwood, Sir...”
