Personality; Raikou is rather easygoing, but responsible to a fault. So much so that even when he is off duty, he can usually be found either reading anything and everything he gets his hands on or reviewing case-files of those lower-level members of the Iga clan that have been deemed as 'in need of severe punishment' by the leader. Focus on his job, and the perceived good he was doing through it, is what drove and motivated him on a daily basis; at least until disillusionment opened his eyes. After that it was the need and desire to step back onto the proper path - the deep-seated need for redemption and forgiveness in the eyes of his mother and sister that guided his steps.
He is exceptionally protective of those he truly cares about and will not hesitate to make any and every personal sacrifice to keep them from harm - even if it means his life. This resolve, no matter the turmoil in his heart, does not waver for any shadow or doubt cast upon him. Unfortunately, it is also this desire to protect that has him taking on everything alone, preferring to shoulder a burden and suffer behind the calm facade then to let someone else carry some of the responsibility as well.
He is very soft-spoken, his voice rich and melodious, with an even temperament to match as far as one can tell. His eyes though, give him away far too often. Fear, doubt, pain, hope, pride, and shame - all of these and more can be easily seen in his steady gaze.
He has a long fuse on an explosive temper, meaning while it might take a lot to set him off, he keeps things so tightly contained that once he does lose it, he all but goes berserk. The only exception to this slow-burning temperament is an immediate threat given to one of the few people he deems precious - then he will go after that threat with a ruthless viciousness and a feral tenacity.
It's whispered that he is something of a sadist, but if asked - he'll smile a friendly, serene smile and ask if they'd like to know first-hand.
He has some rather eccentric hobbies - including an almost obsessive-compulsive need to collect self-protection charms, growing higanbana flowers year-round, and pretending not to hear people when they are speaking just to annoy them.
Raikou is a fierce close combat fighter, specializing in kenjutsu, who has the determination and resolve to keep fighting - no matter the injury - until he can no longer lift his sword. His skill is such that he's been known, on several occasions, to be able to deflect a bullet with the flat of his blade. A natural speed and agility round out his skill as a samurai, enabling him to slip past a ninja's quick reflexes to deliver the killing strike.
He has an unshakable confidence in his ability, hard-won through a life-time's worth of training under the strict eye of his mother. Perseverance and endurance are two traits that his mother cultivated with an almost ruthless hand, providing her son with strength of will needed for him to climb the wall that she was and reach his full potential.
Raikou has a very definite sense of honor - despite the fact that he has seemingly dishonored his clan in both name and action. He will not hesitate to acknowledge a debt of honor, whether it is to someone who is either friend or foe, but more importantly, he will do all that is within his power to see that debt repaid in kind.
One of Raikou's most glaring weaknesses is that as a samurai in a shinobi's world, he has no command of jutsu. He was born to a Fuuma Ninja mother and a Fuuma-affiliated samurai of the Shimizu clan, trained with ninja, worked for the head of a ninja clan until the end, and was the Executive leader for the branch of that clan that was responsible for hunting ninja down and executing those that violate the clan's code of rule...yet he cannot perform a single ninja art.
He can be exceptionally stubborn once his mind is made up. Once he’s come to a decision or resolved some form of belief, it takes an overabundance of concrete evidence to change that ideal. Factor in his guilt-driven necessity to take on challenges, hurts, and enemies on his own, to shoulder any true burden in order to protect his most precious persons, and it’s easy to see how he would occasionally crack under the pressure of too many emotions ignored and restrained.
One of his most glaring triggers is his over-protectiveness of both his younger sister, Shimizu Raimei, and his partner Meguro Gau, more so with the latter. He will not hesitate to deliver a swift and crushing 'punishment' for causing either of them harm or injury - and likely will not see reason until the rage that offense evokes recedes.
When he does break… he loses complete sight of himself. He’s been known to positively shred his targets (or the higanbana flowers that grow wild over where the Shimizu estates used to be) with his katana in a fit of blind rage, not stopping until well after the target is dead and he’s come to his senses.
It’s hard-pressed to get him to admit to his feelings, much less verbally acknowledge the pain that resides in his heart - especially when it comes to the hatred he'd cultivated for himself in Raimei's heart and the clan that he could not feel pride for, until his current canon point.
