Yeah, I think it's illegal for him to take tips...he's the owner of the business, for God's sake, he gets all the profit the business makes. I'm going to call the Better Business Bureau or something.

Even if it's legal (which would surprise me), it's far from ethical. If you own a business, you live and die by your own profits. Not those of of your employees (the tips), which they are very much entitled to all of, especially if you're not paying them enough in the first place.
