Having a series of published articles or a history of editing (student papers, mags, zines, sites, community news ...) is actually more important and having good Japanese opens up bilingual work for her. Take a look at vocational courses she can do on the side of her academic work, as that may let her have both dreams at once.

There is not one single major that prepares you perfectly for a job in book editing or publishing. Japanese, I'd say, is a good a major than many others. Extra-curricular literary interests and a passion for books and working with the written word is much more important.
