I don't know the context of this, but "writing" isn't always sitting down and turning out complete manuscripts. Writing also includes making notes in a pocket notebook when they occur to you, or writing essays or musing about things.
And as Peter David said, to write, you need to read. Read a lot. Read many varied things, especially the type of writing you're not doing, so you can bring new influences and thoughts into your own writing, not just copying someone else.
