I'd have to agree with you. I've never had a problem with fraud. I've been called about transactions which smelled bad to the bank that had the card, but it turned out, when the issue arose (rarely, as it was), that it was legitimately me. This is the first time when it's been patently obvious that someone filched the number. It makes sense, in a warped way, that they'd focus on accounts which were due to be paid off, because there's probably a greater chance that A) the cardholder won't notice, and B) if they do, they won't care.
