So the letter Canada sent to us explained that both the Québec selection bit AND the rest of the application process is done concurrently. So no having to wait for one to get finished first-yay. And according to their website, the Québec government is legally required to make a decision in 20 business days---super fast

thanks! I ended up going with a different dress I found in Montreal because I could try it on...I still love this one though, oh well!
