THE COUNCIL
The governing body of the Pluto IX, the Council consists of ambassadors from the nine nations that funded the space colony: USA, UK, France, Germany, Italy, Portugal, Russia, China, and Japan. Members of this enigmatic group are rarely seen among the populace. It leads many to wonder what they're up to.

THE CREW
These are the guys actually running the show on the Pluto IX. The crew stands by their ship through thick and thin. They are on call 24/7 in case anything needs to be fixed, studied, cleaned, or shot at. Despite doing all the greasy, gritty work, the crew is a step above civilians. They have their own private quarters separate from the civilians and are privy to destination and/or scouting plans.

Pluto's police squad is a step above both the civilians and crew and must obey their captain's orders no matter what, but ultimately they are there to maintain order and justice. They can be intimidating, for they are highly-trained in combat, investigations, and interrogation techniques- yet they are still residents on the ship and have to live among the people they are responsible for protecting. Minor infractions may (and probably will) be overlooked, but anyone considering a more heinous crime should be well aware of the squad's abilities.

On a ship like Plutoix, they may be less able to solve crimes, but they still try their hardest.
