Yes, it has. It was done because Moffat specifically requested it as he thinks two shorter sets of stories is better than one longer one. I'm not seeing a conspiracy here, the guy in charge wants to split the broadcast dates up, they let him do it.
Was it an experiment to gauge reaction? If it wasn't, I'd be annoyed--Moffat wanted to do it, they tried it, but if the audience doesn't like it, they go back to the old way or try something else.
Which is probably why they've not announced air dates for next year yet.

But why would Moffat want to chop it down even further, if we're assuming that he has total control over all scheduling decisions where Who is concerned? Why would he want even less of his programme on the telly? Let's not forget that the BBC changed the transmission time from 7pm to 6pm, which he wasn't too happy about.
I'm not saying there's a conspiracy, just that I'd hate to see the Beeb mucking this programme about again, just when it looks like its position is secure.
