It sounds like Joey has some sort of Affliction or something, that causes him to act in that fashion somehow. I hope that the other teacher is able to do something for him.

It does sound like he has some kind of attention problem. I'm glad he's going to someone who has more experience handling children like him.

Kicking someone for no reason, that is not good, I hope he can get the help he needs.
