[The time has come to test out Giovanni's hypothesis that radio waves can control the island! ...this is such a stupid plan that, given Pokemon Special logic, it has a good chance of actually working. But anyway!
Giovanni is, of course, trying to be stealthy, so he can't do anything obviously Rocket-ish. As much as he'd like the island to make every Pokemon loyal to Team Rocket and Team Rocket alone, if it went wrong or wore off... it'd be really goddamn obvious and he'd have Pokedex users and champions up in his grill for the next ten years.
For now, it was best to try something that the island would actually do. Something ridiculous, illogical, and irritating... but he figured he may as well have a little fun with it.
So, if this worked out correctly...
All the women on the island would be wearing tiny miniskirts.
All there was left to do was to get this show on the road. He and Archer had set up the radio equipment in a remote forest clearing so that they wouldn't be discovered.]
So... is everything ready, Archer?
Everything is prepared, sir. All systems online.
[Archer adjusts the microphone on his headphones and gives orders to various Grunts]
Commence the broadcast and play the theme song. Adjust the frequency now.
[His fingers brush over a red button.]
