Depends on how short "short" is. When mine goes REALLY short, I add mousse and flip my head upside-down to blow-dry it as straight-up as possible. Then, with some spiking glue on my fingers [and my head still upside-down], I run my fingers over the tips of the hair until they start clumping together in spiky groups. Detail in the mirror, spray with lacquer hairspray, and yer done.
I use a similar, slightly less intensive, version of this process as my hair grows longer, until I just use mousse and a quick fizz of hairspray.
...and, I really miss mowing the yard for some reason.
Mmmmmmm... freshly-mown-grass-smell....

The best way to figure out a look is to play around and experiment. It took me months [and many bad hair days] to get the knack of getting "my look" down on a semi-regular basis. :/ Using the head-upside-down method is the best I've found at getting poof & spikes at the TIPS of the hair. For longer hair, I put a tiny amount of gel on my fingers and run it through the base [like a mousse], so it'll have a bit more body... and then clump some of my bangs/strays together [massively textured hair for the win!]. Gel is also great for keeping cowlicks in check... when your hair is in the in-between stage. ;)
