From the things I've read, the best (only?) way to become a writer is just to write. And write. And write some more. =] Seems so simple...
As far as perfectionism (which I think links to all the rest of the things you say are stopping you), find a copy of "Too Perfect: When Being in Control Gets Out of Control" by Jeannette Dewyze & Allan Mallinger. It's not very long, but can be very, very helpful.
Saw your response and just thought I should comment because I can understand where you are - I'm a perfectionist, and I want to be a writer, too. It's all a work in progress...
Just remember you don't have to show anyone else the stories unless you're happy with them.
Another thing is that even if you decide a story is terrible, keep it on file anyway. I've found that sometimes I end up liking things I initially thought were terrible! (Not just writing - art and crafts stuff too.) Or at least liking them enough to be worth tweaking, or using as a basis for something else.
