Of the people you listed, only Tim and Dick have the moral fortitude to put on the cowl. Just in terms of age and experience, Dick is the natural shoe-in and his current brotherly relationship with Tim makes them a good team.
But I've noticed that the writers have been taking Tim to very dark places in terms of his character development. He's become quite broody, vicious, and darkly aggressive with his relationships in the Gotham underworlders. Sounds to me like he's been prepped for the transition to Dark Squire.
Maybe that would leave the mantle of Robin to Damien? I wouldn't trust that little snot with my back though.
My moneys on a still unknown contender, I'm hoping for a government conspiracy type close or even a Terry McGinnis type showing up during the battle for the cowl and everyone involved realizing he is the right choice.
