To me there's abosolutely no question that Zeppelin is the better of the two. All of the stuff you said about the individual players is true, but what really wow me every time, are their overall arrangements. Going to california, battle of evermore, and especially the rain song come to mind as absolute masterpieces. The blend and the variety of sounds (i can't even think of words to explain), are just incredible, and I have yet to hear anything like them. I think Zeppelins greatest strength was composing tracks like those, that people had never really heard before, but were still able to enjoy without being high.
Definitely Zeppelin... They're more talented, have a wider range in music, and also produce hit after hit. Not many of their songs aren't amazingly popular. Robert Plant has an insanely awesome rock voice (although I hate him, because of his finger twirling during his performances...)
I don't listen to either band as much as I should, but I would definetly agree and say Zeppelin. The Who was made up of such different personalities and music styles, and it tends to show a little too much. Zeppelin sounds like one, unified band, in every song that I've heard. Nobody outdoes another band member like with the Who. So, on that conclusion, I say Zeppelin
