That whole scene was actually shot with crazy wide lenses and goofy canted angles, I am assuming because they wanted to highlight how it is totally bonkers of the Doctor to cry over his arch-nemesis for not wanting to be his best friend.

Maybe Wibbles IS that baby!?!? Seriously, time travel, alternate universes, Russell T. Davies' shiny, sparkly crack (whatever he was on when he came up with baby!Doctor turning into floaty, glowy Jesus) -- all these things combine to create Wibbles, the Doctor's abandoned baby from another dimension. If the Face of Boe can be, well, you know, then I think this is equally plausible.
