Torture... Tie the culprit down, prop his or her eyes open, and make them watch all the footage of 80+ years of the Cubs' disappointment and shortcomings, a la "A Clockwork Orange". After they see that, he or she won't want to screw with you Cub fans, but will be filled with immense empathy for the hell you all live through 162 days a year.
