New tutorial. Where going from this: 
to:
- Make a new layer set to exclusion and fill with #001B70
- New layer set to soft light fill with #96CCF6
- Copy the background twice and set both to soft light
- Bring both layers on top of the filled soft light layer
- Then add a burn layer filled with #96CCF6
- Your done if you think it looks to blue leave the last burn layer. You'll then get an icon that looks like this:
