it's never racism when people like that writer make assumptions about white people, is it? Why is that?

The super-short version: Because the word they are using when they say "racism" is not the word you are using when you say "racism".

Their word is "racial prejudice coupled with institutional power or societal reinforcement"

The two groups are not speaking the same language.
