I know this feeling all too well! 8 hours for work, 8 hours for sleep, leaves 8 hours in a day... and yet somehow in those 8 hours I do... what? Lots of things, but nothing gets done.
Sadly - I have that same problem! You did forget to add in the 21 hours per week for meals - cooking and consuming them. Still, that leaves us with 30 hours to "spend" ...I suspect the book of face steals those 30 hours from me...
:D It's partly because emotionally, being ready to "hop to!" for each available block of time-- shifting immediately from what we were doing before-- is not something we really want to do or would enjoy. It's efficient--but no way to live. It's all a middle ground somewhere between scheduling every second and letting entropy eat our time.
But I agree, that seems like a lot of potentially "open" time that all of us probably have... and it probably slips away from all of us, just the same!
