I picked up the new DWM this morning ( Donna cover, durr!), and I'm at work (shhh!), so I've only skimmed through it, and among the extremely cute interviews with everyone who appeared in the finale, they've also printed the script for that cut scene from Journey's End...

FX: The TARDIS lamp flares, the box groans.

Now Russell then says that the scene was just cut for pacing and to remove the added complication, but he also adds that "if you want, you can still assume that this dialogue was said", and that the scene will be included in the Season 4 boxset, "so you could argue that it did actually happen!"

Personally? That's not entering my canon.
