Who knows what it's like anymore. Everybody who moved here made it something else. I'd suggest Seattle, as it's transient populace nature was established much longer ago. In Portland, the few locals left are not going to like you unless you show some knowledge of the history (which "reading some good things about" does not equal). If you come here, learn the history.
Or not, Portland is very close to losing any sense of actual Portland identity anyway. And hey, hardly anybody is from here anymore anyway.
I will state that I read an article in USA today a week or so ago, speaking of Portland, and can say that even now, what you folks are reading nationally is BS. Elements are true, but a lot is left out.
I don't understand what the user above is complaining about. I haven't noticed that people who were born and raised here particularly hate anyone. Of course, I'm originally from Washington State myself :P. But I love this town and the more mechanical engineers who'd like to move here the better :).
I moved here a year ago from San Diego... the first reply above is bs. I actually was a little worried that people here would act that way, but it turns out that the only people who even mention it are ljers here and in damnportlanders.
I would, however, be worried about law school. I was contemplating going, and was even studying for the LSAT, until I started looking into the job market. Try this, this, and this for starters. The overwhelming majority of lawyers and recent graduates out there only echo these sentiments. I've found tons of links like these, and none saying the market is fine. My friend graduated from L&C this year and has yet to find a position.
That being said, while Portland beats Seattle, I would go to UW. It's just a better, more prestigious school. It's #30 on the U.S. News list, making it a Tier 1, while L&C is #73, a Tier 2. Yes, school isn't just rankings but what you make of it,
