So today I was driving to Bethesda DC and I was stopped at a little crosswalk-y thingie and a cop pulls up next to me...and next thing I know he's smiling at me and he waves when I looked over.

Either the cops just got new placements for the year and he's excited that he doesn't have to work in SE DC, or he's just trying to freak you out.
