I agree with this. Now, what is your stance on, say, a privately owned high rise that leaves lights on at night such that a huge, lit cross shows along side the building? Does the government have anything to say here?
Answer: If it's private property, there's nothing the government can do about it unless it's a nuisance. Basically, the question is, would the display be illegal (for being too bright or something like that) if it didn't form a cross? If so, it's illegal. Don't even consider whether or not it makes a cross.
This is basically the same principle that says the First Amendment doesn't protect your Christmas display consisting of 2 million lights that brighten up the night sky like a beacon, preventing your neighbors from sleeping.
