Vernon is a big man. He doesn't need to bribe seven-year-old Harry's passport off him. Unless Harry suspects he's going to be left behind in America, would he really be that careful about keeping it somewhere his uncle couldn't find it? Why, if Vernon didn't want Harry to have his passport, would he have given it to Harry in the first place? He's a seven-year-old; Vernon could reasonably just keep it on his own person except when Harry needs to present it to get into the country. Admittedly, I have never left the US, so I suppose the process could be more complicated than that...but I doubt it. And either way, if the Dursleys are this cruel, why bother keeping their word about giving Harry money for his passport? Is seven really old enough to understand how crucial it is to keep one's passport in a foreign country? I have so many questions about this single plot point
