I'm having a hard time deciding if I want to attempt this with just Naomi or Naomi/Sam as a pairing... if I choose just Naomi, is Sam allowed to be in some of the icons, or does it need to be just like exclusively Naomi. I guess that kind of goes for the rest of the cast too, can they be involved in icons meant to be centered on one character?

don't worry ,it's ok =P
If you choose just Naomi ,Sam (or someone else of the cast) shouldn't be allowed to be in the same icon because the icons should be centered on Naomi only.
However, If you choose a pairing, such as Naomi and Sam,there can be icons with just one of them. For example,if there's a scene where Sam&Naomi are flirting with each other you can make an icon with just one of them, but if a scene is about just one of them you can't use it because you'll be off topic again. So,I suggest you to choose the pairing. =P
