I got a piece of publicity once that toted its "quality" service. It's fun when its not just wrong, but it undermines its own message.
It seems a lot of these people use quotation marks for emphasis. It is a quality of notes left in offices that the word "don't" must be in capitals, underlined, bolded, italicised, increased in size, in quotation marks, on its own line, and backed up by a gang of exclamation marks.
