The first friend she made in Discedo who wasn't a Persona-user. They met over a kidnapping case, but Kazuki remained a non-entity to Naoto for some time beyond that, even though they began speaking sometimes. At the time, Naoto had fallen back into old habits of hiding her gender, being from an earlier point in canon. After much debate, she singled out Kazuki to admit her gender to, mostly because he seemed "nice" and she didn't care about him; this was both very awkward and something that drew them together. They became friends. Naoto really doesn't know how to deal with Kazuki's extreme cheer and friendliness most of the time, and he always seems to catch her off guard. On the other hand, she appreciates his patience and good-nature and willingness to put up with her, and worries about him in her own way.

A fellow police officer. They met and became basically incapable of agreeing on anything work related; to Naoto's surprise, Tir seemed to decide they were friends anyway. With a shared friendship with Kazuki, they did become friends. However, when Naoto left Discedo, Tir murdered Cecil for revenge of Kazuki's death, and when she returned and found out, she had difficulty forgiving him... especially because he did not seem to feel guilt. They never had a proper reconciliation, although Naoto eventually got over her anger, and in her mind, they are no longer friends.
SOUJI SETA | ❙ ❙ ❙ ❙ ❙ ❙ ❙ ❙ ❙ ❙ [ RANK 10 | Fool Arcana ]
Her closest friend, although not her 'best' friend, per say. Leader and someone Naoto trusts with her life, he's also one of the only people she feels comfortable opening up to completely and without needing to be drawn into it. That said, he can still be on occasion pretty annoying, usually when his sense of humor is acting up.

Leader of the police force and Naoto's apparent twin. Initially drawn to him due to his similarities to Souji and the fact that he tended to think along the same lines as Naoto, she considers him a friend but usually interacts with him on a professional level, not a personal one. She calls him Arisato over his first name due to this. On the police force, Naoto tends to act as his wingman, unofficially.
SHINJIRO ARAGAKI | ❙ ❙ [ RANK 2 | Hierophant Arcana ]
Although he is her "employer" at the bar and they've known one another for a fairly long while, they have never had much personal interest in one another. She knows he's a Persona-user, and he provides information and ammunition to her; all these things she respects him for. But she just doesn't care much about him beyond that.
KANJI TATSUMI | ❙ ❙ ❙ ❙ [ RANK 4 | Emperor Arcana ]
One of the Investigation Team, she trusts him in a fight and as an ally and teammate. On a personal level, she considers him a friend but not a close one, being dense as a brick and not terribly drawn by his surface idiocy. Time spent in Discedo drove them apart for a time, as Kanji seemingly objected to her joining the police, but they've been getting along better again recently. However, Kanji also confessed to his crush on her... Naoto has no idea how to react to that, or what she feels towards him in turn.

On one hand, she trusts him to have her back in a fight and as a fellow member of the Investigation Team. On the other hand, holy shit, he is the most annoying person ever. She blames him for the beauty contest, hot springs, and telling the entire school her gender. He's flirted with her and teased her. Apparently he has brains in there somewhere, but Naoto won't want to be friends with him any time soon.

Souji's cousin and adopted younger sister, and the team mascot of the Investigation Team. Sort of. Naoto is, of course, fond of the girl, but sort of fails at interacting with children in general, and isn't very good at speaking with her in one on one situations.
CECIL | ❙ ❙ ❙ ❙ ❙ ❙ [ REVERSED RANK 6 | Tower Arcana ]
An eleven-year-old serial killer. Last February in Discedo, he killed several people, including Kazuki. Naoto was the one to break the case, for which he attacked her and rendered her temporarily comatose; he months later attacked her again for no reason besides opportunity, which she has not been able to prove. Naoto hates him a lot, and her deepest wish is to see him in jail again.
NAOTO SERIZAWA | ❙ ❙ ❙ [ RANK 3 | ??? Arcana ]
A fellow police officer. In many ways, they seem to be fairly similar (or at least socially retarded), and Naoto has a reasonably positive opinion of him. They don't often interact on a personal level, but he's polite to her and complimentary of her, so she sort of likes him and almost considers him a friend.

There's something a little weird about this girl, although Naoto doesn't know what. On the other hand, Rika is very good at bullying her into having "fun" and lightening up a little, which is good for her. Naoto isn't very good at figuring out how to react around her.

A member of the police force. Naoto thinks he's too enthusiastic and emotional about his work, but actually does his work, which wins him points. She has no personal opinions about him, and her professional opinion is mixed, but she generally thinks well of him.

Not someone she knows well, he seems intelligent and fairly easy to talk business with. Naoto's impression of him is favorable so far, although she doesn't know him on any sort of personal level.

Apparently a country (which leaves Naoto somewhat cold), she otherwise seems like a nice girl, although extremely feminine. Her slightly timid side confuses Naoto and makes her try and reassure her, and she is slightly interested in such a "girly" person, being such a failure at it herself.
