Nope, I don't think it's bad service. I think if you're staying in a hotel and they provide a safe then you should lock it if you are going to leave valuables behind! It's travelling 101.

not bad service. I would say that your friend was silly for not checking to ensure she locked the safe. I've stayed in hotels that are not chains while in europe and always locked everything up. It's common sense. I'm currently at the hilton and still lock everything up.
