Yeah... being marginally qualified, or not meeting 1 of 15 criteria, is often not a showstopper. If you're capable of doing the job, you may get it. For my type of jobs, I'd look around at my network on linkedin, but I doubt that's quite the right way for you.
Have you tried the more old-fashioned sort of social networking - asking professors, lab managers, and pretty much anyone else you know in your field if they know anyone you might want to talk to in the area you want to live? You might also try cold-calling or visiting people around here, but that's less likely to be sucessful than being able to say "so and so said I should give you a call...".
