No Selective coloring, all color and base layers!!
Translatable as far as I know.
IMAGE HEAVY!
Crop your base and sharpen or touch it up.
Duplicate the base, bring it to the top and set to Screen.
Next step is 3 color layers. Make a layer with #03031f and set it to Exclusion. 100%
The next layer is #7583d6 at Color Burn at an opacity of 60%.
The last layer is #0a0c3b set to Exclusion at 100%.
Duplicate your base and bring it to the top. Set it at Soft Light.
Two more color layers!
#001464 on Screen at 100%
#a4f8e7 on Color Burn at 100%
Duplicate the base, bring it to the top and set to Soft Light.
A new color layer. #c9d4fd at Color Burn at 32%.
Duplicate the base, bring it to the top. Desaturate the layer 50% and set it to Soft Light.
Duplicate the base layer, bring it to the top and set it to Soft Layer. 100%
Merge all the Layers. Use this texture by gender at Soft Light 100%.

For the finnishing touches I used a couple scratch textures and erased the parts that covered Legolas' face.
