To start off with I cropped my base.
I also touched it up a bit by 
sharpening it.





Duplicate the base and bring it 
to the top.
Set to Screen at 100% opacity.
Merge layers.





Duplicate your new base and 
bring it to the top.
Set to Soft Light at 100%





Make a color fill layer and fill it with
the color #66ccff or a 
varition of that blue.

Set this layer to Color Burn





Make another color fill layer and fill
it with the color #ffccff

Set this layer to Soft Light





Duplicate the base again and 
bring it to the top.

Set to Soft Light.





Duplicate the base once more, 
bring it to the top.

Set to Luminosity.





New Levels Layer.
(Layer > New Adjustment Layer > Levels)
RBG:  0  | 1.00 | 227
Red:  0 | 1.00 | 242
Green: 0 | 1.00 | 245
Blue: 0 | 1.00 | 243





New Hue/Saturation Layer
(Layer > New Adjustment Layer > Levels)

Saturation:  +25





The coloring is all done, but I 
decided to add a texture.
Here it is made by ??

Set to Multiply.
