That is actually the moss that is attached to the base. Provides moisture retention for something that is otherwise just strapped to a chunk of wood.

No idea, but probably some sort of gnat. It is scented, somewhat musky (apparently -- I can't tell). But that sort of scent generally means fly or gnat pollinators.
