Agito is in control of their body almost 100% of the time in later canon, so it can be argued that he is the dominant personality. The thing is, the only reason he's in control most of the time is because it's too dangerous for Akito to be in control - what would happen if someone attacked and Agito couldn't be switched out in time?
So, in my opinion, that leaves Akito as the dominant personality. He was split off from Lind almost immediately (as far as we know), and was the only active personality for all the years before Agito came into existence. He can also take control of parts of their body while Agito is otherwise in full control - like writing something with their arm while Agito is just like wtf Akito??
TL;DR = Akito is, overall, the dominant personality and Agito is totally his bitch.

It's probably safe to say that he's never encountered an organic capable of doing what he saw her do in that video post, particularly not one as puny as human-shaped-beings seem to him. He can't help but be interested. It's entirely selfish, of course-- he wants to know what she can do so he can figure out how to protect himself from it-- but the interest is still there.
It's safe to say that anyone who demonstrates some kind of 'supernatural' ability that could affect Cybertronians that happens to catch his eye will be subject to the same interest. He's going to keep poking at Ichigo for the same reason, for example, and he's intrigued by programs because of their potential intersection with his technological self.

N is drawn to Pokémon because he was raised with them and isolated from humans, so he relates to them best and finds them much easier to talk to than other people. He was led to believe that most humans were cruel, and a lifetime of conditioning is hard to shake off. He still feels more comfortable with Pokémon than he does with anyone of his own species. He considers them all his friends and equals. They have pure hearts, and they never lie.
