Well... it's kind of hard to explain. The definition of 'witch' may be different to different people.
One person might say that a witch is an old woman who casts evil incantations... or something like that, and another person might say something completely different.
It seems some people in the Mansion come from worlds were witches and wizards are uncommon. And, of course, they are going after a person who isn't even a witch at all.
But I wouldn't worry too much. People will stop them if they start getting funny ideas.
Back in my world, if you had the natural talent, you could become a witch or wizard. But you had to possess a certain something.
Now, if you turned out to be a witch or wizard from a family where both of your parents were magical, you were called 'pure-blood'.
If you came from a family where one was magical, and one was not, you were called 'half-blood'.
And finally, if you were from a family with no magical parents - like me, for example - you were referred to as... 'mud-blood'. It's supposed to be 'muggle-born', but certain people of pure-blooded status like to think that muggle-borns... have dirty blood. That they don't deserve to be a part of the wizarding world.
Some people even went so far as to round up... imprison... muggle-borns.
