Looking for a fic again
Hi everyone! I'm looking for a fic where Prowl was created by the Praxian enforcers as a living tactical system to help fighting crime. Because of how illeagal this is Prowl is kept in a hidden away room at the enforcer station 24/7 and only a few bots even know of his existance. Jazz is sent by Prime(?) to Praxus to figure out how they can be so efficient in taking down organised crime, and when Jazz finally learns about Prowl and manages to be appointed his handler he decides to get Prowl out of there and give him a chance to a normal life.
