This seems about right. Julie's line sums up my feelings about the last 3 hours of Twin Peaks, too, which seems to have the problem that nobody has veto power over Lynch.
Flashback to the realization by the Showtime programming head, right after Lynch ingeniously extorted full creative control, that he'd given DAVID LYNCH a HUNDRED MILLION DOLLARS to do 18 HOURS of whatever the fuck he felt like. Flashback to him watching Inland Empire for the first time that night, then wandering down toward the beach with whiskey and a gun.
He's always meandered when allowed. He only trims sail when adapting or to prove himself after a financial debacle - Blue Velvet followed Dune, Lost Highway followed Fire Walk With Me, and they're his tightest movies.
