Hey, I think this is a great idea. One question, can we add effects to existing layers, for example add a drop shadow to text?

Good question!
I'm going to go ahead and say no because you can get some good icon effects through manipulation of the blending modes (gradients, another color overlay, pattern, etc).

It's a good thought though, and perhaps in the future some of the challenge bases will include layers that already have layer effects applied to them, in which it would be fair game to edit!
