To use your example, it would be like your own neighbourhood voting strongly in favour of the Liberal Party in a federal election, then turning around and voting strongly for Labor in a state election that same year.

in the 2010 Federal election in August, Victoria had the largest 2 party preferred to Labor. in their state election just 3 months later, the Liberal party won.
labor had been in power since 1999 and many said this was part of what was against them. also I think a number of the minor parties in the election, their preferences weren't set to a party throughout the state, but more seat by seat. the ASP (Australian Sex Party), put labor over liberal in some seats, some it was the other way around. some seats, their dispersion fell to a minor party or independent who were so against the fundamental beliefs of the ASP.
possibly the best thing about the victorian election (and I am from Western Australia, but I still loved this) was the ad for the ASP: http://www.youtube.com/watch?v=zWyS6MBeNLE
