that sounds really interesting. A lot of environmental regulations work the same way (people want them for a level playing field, otherwise they can't do what they think is right and stay in business)

Yes. One of the middle chapters of the book focuses on how to develop regulations that are in accordance with what people would choose themselves as a group, if they didn't have any impediments to direct negotiations with each other (and there are nearly always impediments!).
